Ngoma Ranked Rwanda’s Most Resilient District, Ruhango Records Lowest Score in 2025 Survey
Ngoma District has been named Rwanda’s most resilient district in the 2025 national resilience survey released by the Ministry of National Unity and Civic Engagement (MINUBUMWE), while Ruhango District ranked last.
The Resilience Index assesses how communities across Rwanda cope with social, economic, and environmental challenges while maintaining stability and progress.
National Resilience at 90.8%
According to the ministry’s data released on November 9, 2025, Rwanda’s overall resilience score stands at 90.8%, showing a strong national capacity to adapt and recover from various challenges. Out of the country’s 30 districts, 16 districts scored above the 90% mark a sign of continued improvement in social cohesion and citizen-driven development.
Ngoma Leads, Muhanga and Rwamagana Follow
Ngoma District topped the rankings with a 93.9% resilience score, followed closely by Muhanga (93.6%), Rwamagana (93.4%), Kayonza (92.9%), and Huye (92.7%) rounding out the top five.
Other high-performing districts include Bugesera (92.5%), Kamonyi (92.4%), Gakenke (92.3%), Rubavu (92.1%), Kicukiro (91.9%), and Gasabo (91.8%).
Musanze (91.7%), Ngororero (91.4%), Nyanza (91.1%), Nyaruguru (90.9%), and both Nyagatare and Kirehe (90.8%) also maintained solid performances.
Districts Lagging Behind
While most districts performed well, several others scored below the 90% threshold. Gatsibo (89.7%), Rusizi (89.6%), Nyarugenge (89.5%), Gisagara (89.4%), Gicumbi and Nyamagabe (89.2%) were among those slightly below the national average.
At the lower end of the list, Burera (89.1%), Rulindo (88.8%), Nyabihu (87.9%), and Nyamasheke (87%) ranked poorly with Ruhango finishing last at 86.4%.
Unity Index Remains Strong
Despite varying resilience levels, the National Unity Index remains robust, reaching 95.3% in 2025, reflecting Rwanda’s continued efforts to strengthen social harmony, solidarity, and shared national identity.
