Celebrating 60 Years of Japan Overseas Cooperation Volunteers in Rwanda
To mark the 60th anniversary of the Japan Overseas Cooperation Volunteers (JOCV) program, Mr. Takuya Otsuka, Director General of the JOCV Secretariat, visited Rwanda from July 20th to 22nd, 2025.
During his visit, Mr. Otsuka observed three JOCV-led activities across Rwanda that highlight the program’s ongoing contribution to local development. His first stop was in Musha sector, Rwamagana District, where Ms. Hikari Ohba is working with local residents to improve access to clean water. He also visited the site of Mr. Kinoshida Kodai, who is supporting irrigation projects in Rwamagana to enhance agricultural productivity.
In addition, Mr. Otsuka attended a workshop at Ikawa House in Kigali, where JOCVs trained Rwandan counterparts on ways to improve the quality of coffee — a key sector in Rwanda’s economy.
Through these site visits, Mr. Otsuka praised the dedication and teamwork of the volunteers in Rwanda, emphasizing their vital role in building strong relationships with local communities.

Since its inception in 1965, the JOCV program has expanded Japanese cooperation worldwide, including Rwanda, celebrating 60 years of service in 2025. As JICA Rwanda marks its 20th anniversary of operation this year, Mr. Otsuka expressed confidence that the volunteers’ efforts continue to contribute to Rwanda’s grassroots development and foster enduring friendship between Rwanda and Japan.
