High-Level Rwandan Visit: Mozambican Leaders Meet in Kigali to Strengthen Bilateral Relations and Security Cooperation
Kigali International Airport, August 27, 2025 — The Mozambican Head of State was received at Kigali International Airport by prominent Rwandan officials, including the Minister of State for Regional Integration in the Ministry of Foreign Affairs, Gen (Rtd) James Kabarebe; the Chief of Defense Staff, Gen Mubarakh Muganga; the Inspector General of Police, IGP Felix Namuhoranye; and other sector leaders.
During this visit, he is scheduled to meet with President Paul Kagame for bilateral talks focused on strengthening cooperation between the two nations. This marks the first official visit by the Mozambican Head of State to Rwanda since he assumed office in Mozambique earlier this year, in January.
The visit follows a bilateral meeting on August 26, 2025, between Gen (Rtd) James Kabarebe and Mozambique’s Minister of Foreign Affairs and Cooperation, Amb. Maria Manuela dos Santos Lucas. The two officials reviewed existing collaborations and discussed opportunities for expanding joint initiatives.
Additionally, recent high-level military and security visits underscore the deepening partnership. On August 23-25, 2025, Mozambican senior military and police leaders, including Minister Maj. Gen. Cristóvão, the Chief of Army Staff Maj. Gen. André Rafael Mahunguane, and the Head of Legal Affairs of the National Police CP Fabião Pedro Nhancololo, engaged in a three-day visit to Rwanda. Their agenda focused on strengthening security and military cooperation.
Rwanda and Mozambique currently maintain a bilateral agreement aimed at enhancing security, combating crime, and facilitating the transfer of suspects. Notably, in 2021, Rwanda deployed troops to Mozambique’s Cabo Delgado province to assist in counter-terrorism efforts that had displaced many residents. Significant progress has been made, with security gradually returning to large parts of the region, allowing residents to resume normal activities such as schooling and returning to their homes.
The Rwandan Armed Forces continue to provide training to Mozambican troops, addressing their need for a professional and capable military force, further solidifying the strategic partnership between the two countries.
