Rwanda Greenlights Comprehensive Guidelines for Urban Forestry, Aiming for Sustainable, Resilient Cities

Kigali, Rwanda – In a landmark move to enhance urban sustainability and combat climate change, the Rwanda Forestry Authority (RFA), in collaboration with the World Resources Institute (WRI), has unveiled comprehensive guidelines for urban tree and forest management. Effective August 2025, these guidelines set a new standard for integrating green spaces into urban planning across the country, targeting improved environmental quality, enhanced community well-being, and resilient urban infrastructure.

The guidelines, developed through extensive research and multi-stakeholder consultations, provide a detailed framework for establishing and managing urban forests. They address a range of critical issues, including biodiversity conservation, air quality improvement, stormwater management, and the reduction of urban heat island effects.

A key aspect of the new policy is the emphasis on strategic tree planting in diverse urban zones. The guidelines delineate specific recommendations for residential areas, commercial districts, industrial zones, parks, and roadside landscapes, ensuring that each planting initiative aligns with the unique ecological and social contexts of the area. Altitudinal considerations are also addressed, with species selection tailored to Rwanda’s varied topography and climate conditions.

The initiative underscores Rwanda’s commitment to achieving green growth and creating climate-resilient cities. By providing a robust framework for sustainable urban forestry, the guidelines are set to transform Rwanda’s urban landscapes into vibrant, ecologically sound environments that enhance the quality of life for all residents. The RFA is committed to supporting the implementation of these guidelines and fostering collaboration among government agencies, private sector entities, and local communities to ensure their effective and lasting impact.
