U.S. State Department Reaffirms Commitment to PEPFAR Amid Discussions on Aid in Conflict Zones

Washington, D.C. — During the July 24, 2025, State Department briefing, Principal Deputy Spokesperson Thomas “Tommy” Pigott provided an update on the future of the President’s Emergency Plan for AIDS Relief (PEPFAR), reaffirming its status as a vital component of U.S. foreign aid policy.

Pigott emphasized that Secretary of State Antony Blinken and the Biden administration remain firmly committed to the continuation of PEPFAR, describing it as an “important and lifesaving program.” He stated, “Secretary Rubio has made it clear that PEPFAR will continue, and we recognize its critical role in saving lives around the world.”

Addressing concerns about aid programs in conflict and fragile regions, Pigott clarified the U.S. approach: “Our longer-term strategy focuses on turning aid recipients into self-sufficient partners, moving away from dependency. But in conflict zones such as Haiti, Sudan, Somalia, and others, PEPFAR’s immediate priority remains saving lives, and that is what we will pursue.”

When asked about the possibility of cuts or adjustments to PEPFAR funding, Pigott responded, “The President has made explicit that PEPFAR is a cornerstone of U.S. foreign aid, and it will continue. Our policy is to uphold those commitments and ensure that lifesaving aid reaches those in need, even in challenging environments.”

He also highlighted ongoing efforts to promote local ownership of health programs as part of the administration’s broader aid strategy, noting that the goal is for countries to eventually manage these initiatives independently.

Pigott acknowledged ongoing discussions in Congress about aid budgets but emphasized that the administration prioritizes PEPFAR due to its proven effectiveness. “Our focus is on working with partners to expand and sustain this critical program, especially in conflict zones where healthcare infrastructure is strained,” he added.

In closing, Pigott reiterated, “The U.S. remains committed to leading the global fight against HIV/AIDS through PEPFAR, saving millions of lives and strengthening global health collaboration.”
