ICT Experts Convene in Kigali to Shape Policy on Bridging the Digital Divide

KIGALI, RWANDA – 09/30/2025 – The Rwandan capital is buzzing with activity this week as ICT experts from across Eastern and Southern Africa, and the Indian Ocean region, gather to address a critical challenge: bridging the persistent digital divide. The validation workshop, centered around the Enhancement of Governance and Enabling Environment in the ICT Sector Programme (EGEE-ICT), opened its doors today, marking a significant step towards creating more equitable access to technology across the region.

Delegates representing COMESA, EAC, IGAD, IOC, and SADC have converged in Kigali, bringing with them a wealth of knowledge and a shared determination to craft effective policies and regulations. The workshop aims to refine the frameworks that will guide the future of digital development, ensuring that the benefits of technology reach even the most underserved communities.

“ICTs are no longer optional,” declared Dr. Bernard Dzawanda, Director of Infrastructure and Logistics for COMESA, in his opening address. “They are critical enablers of economic growth, social inclusion, regional growth, and innovation.” His words resonated with the assembled experts, underscoring the urgency of the task at hand and the transformative power of connectivity.

The EGEE-ICT program, with the support of the European Union, has commissioned the development of policy and regulatory blueprints. The Kigali workshop is a pivotal moment for stakeholders to analyze these drafts, ensuring they are tailored to the unique needs and challenges of each participating nation.

Rwanda, a nation committed to digital progress, is an ideal location for this important dialogue. Rodrigue Ruhashya, Acting Director General of Digital Transformation in the Ministry of ICT and Innovation, welcomed the delegates with a sense of purpose. “Here in Rwanda, digital innovation and connectivity are top priorities,” he stated, highlighting the country’s ongoing efforts to expand its digital infrastructure and promote digital literacy.

However, Ruhashya also emphasized the need for responsible stewardship of resources, particularly when it comes to the Universal Access Fund. “It is critical that these resources are managed transparently, efficiently, with a clear result, so they truly reach those who need them most,” he cautioned, stressing the importance of ensuring that digital initiatives deliver tangible benefits to all citizens.

Over the coming days, the workshop will provide a crucial platform for robust discussion and collaboration. Delegates will delve into complex issues such as affordability, accessibility, and inclusivity, working together to develop solutions that will create a more equitable digital future for all.

The decisions made in Kigali this week will have lasting implications, shaping the policies and regulations that guide investments, encourage innovation, and connect communities across a diverse region.
