Rwanda Welcomes Peace Framework Signed Between DRC Government and AFC/M23 in Doha

Rwanda has applauded the signing of a new framework agreement in Doha aimed at laying the foundation for a lasting peace deal between the Government of the Democratic Republic of Congo (DRC) and the AFC/M23 coalition.

The agreement, referred to as the “Doha Framework Accord,” was signed on Saturday, November 15, 2025, in Qatar’s capital. Representatives from both the Congolese government and AFC/M23 participated in the signing ceremony.

In a statement, the Government of Rwanda described the development as “a significant milestone in efforts to address the root causes of insecurity in eastern DRC and the broader obstacles to peace in the Great Lakes Region.”

Rwanda also commended the Government of Qatar for its consistent mediation role, as well as the United States and the African Union for their support in the peace process.

Kinshasa Calls the Accord a Major Breakthrough

The Congolese government issued its own statement following the signing of the Doha Framework Accord, hailing it as a “substantial and inclusive step toward genuine and lasting peace in eastern DRC.”

The statement added that the framework establishes key pillars to address long-standing grievances, restore state authority and promote long-term national stability.

By signing the accord, the DRC government said it was reaffirming its commitment to peace, security and the well-being of its citizens.

Key Pillars of the Doha Framework

The agreement outlines eight areas that will guide the drafting of a comprehensive peace accord between the DRC and AFC/M23:

  1. Release of detainees, building on commitments made on September 14, 2025
  2. Monitoring and verification of the ceasefire, as agreed on October 14, 2025
  3. Facilitation and legal protection of humanitarian access
  4. Restoration of state authority, along with national reforms and more inclusive governance
  5. Short-term security arrangements and DDR reintegration programs for former combatants
  6. Citizenship, documentation, repatriation and reintegration of refugees and internally displaced persons
  7. Increased development-oriented investment and establishment of social welfare mechanisms
  8. Justice, truth-seeking and national reconciliation

International Reactions

French President Emmanuel Macron welcomed the agreement, stating, “I am pleased with the Doha accord between Congo and M23. After so much suffering, this marks a meaningful path toward peace and renewed hope for all communities.” He also thanked Qatar and all parties involved in the negotiations.

Massad Boulos, the U.S. representative and senior adviser to President Donald Trump on African and Middle Eastern affairs, said the signing could pave the way for a historic visit to the United States. According to him, the accord may lead to President Félix Antoine Tshisekedi and President Paul Kagame traveling to Washington to sign a broader peace agreement in the near future.
