Children’s Voices in AI Policymaking: Balancing Benefits and Risks

Artificial Intelligence (AI) is rapidly shaping various aspects of society, and its influence on children has become a major topic of discussion. Recognizing the need for inclusive discussions, Save the Children Rwanda has organized a summit on AI and Children, emphasizing the importance of children’s voices in shaping AI policies.

The discussions highlighted the benefits and risks of AI, as well as the importance of ensuring that AI tools serve the well-being of all children.

Nshuti Steven, one of the children who participated in the discussion, pointed out that AI is highly beneficial in education, as it facilitates research and learning. However, he also noted its downsides, particularly its tendency to make students overly dependent on technology.

“AI, especially ChatGPT, is widely used by many children, particularly when they are given homework or other assignments. It is easy to find information, but one must verify if it is accurate. Additionally, it discourages children from using their own brains.”

Beyond education, concerns were raised about social media and AI-driven platforms exposing children to inappropriate content. Nshuti emphasized that children are not yet fully prepared to navigate AI responsibly.

“Children are not yet ready to use AI. The human brain absorbs whatever it is exposed to, so we need to grow up without relying on AI. Parents, leaders, and school teachers should protect children from the misuse of social media and AI. There should be regulations requiring users to verify their age, for example, by providing an ID. This will help children develop their intelligence and use it effectively.”

Another young participant, Abijuru Ange Arine (14 years old), echoed these concerns. She explained that children sometimes encounter content they were not looking for while using AI-powered platforms and social media.

“AI can be beneficial, but on the other hand, it exposes inappropriate content on the internet that is not meant for children. It is possible to protect children from AI because they do not yet have the ability to filter what they see online.”

This highlights the need for stricter measures to regulate children’s exposure to AI and internet-based platforms.

Sibomana Marcel, Director of Program Development and Quality at Save the Children Rwanda and Burundi, emphasized the need to harness AI in ways that improve children’s rights and well-being.

“We are here to talk about how artificial intelligence shapes children, its risks to children and how we can make use of it to improve children’s rights and well-being. AI should be accessible and beneficial for all children, ensuring equitable participation in AI policymaking and assessing its risks to them. AI tools should also be accessible for African children in all languages to be more beneficial for them.”

The discussions made it clear that while AI offers great opportunities for children, it also presents significant risks. Striking a balance between these benefits and challenges is essential.
