Kigali: 11 Arrested for Theft and Robbery

Rwanda National Police (RNP) has arrested 11 suspects believed to be behind a series of thefts and street robberies in different parts of Kigali, particularly in Muhima and Nyamirambo sectors.

The arrests were made on November 4, 2025, following tip-offs from residents who reported suspicious criminal activity in their neighborhoods.

According to RNP spokesperson for the City of Kigali, CIP Wellars Gahonzire, five suspects were arrested in Nyabugogo’s Commercial Village, located in Muhima Sector, for allegedly ambushing and robbing people during nighttime hours. The suspects range in age from 29 to 43 years.

In a separate operation, six other suspects were apprehended in Rugarama Cell, Rubona Village, within Nyamirambo Sector. The group is accused of robbing people passing through an area that was formerly a cemetery. The oldest suspect is 30 years old, while the youngest is 17. “The Rwanda National Police will not tolerate anyone who threatens public safety and peace,” CIP Gahonzire said. “We urge citizens to continue sharing information about any criminal activity so that such offenders can be brought to justice.”

He emphasized that “there is no hiding place for criminals in this country. Those involved in theft should seek lawful ways to earn a living because crime will never pay.”

Legal Penalties for Theft

Article 166 of Rwanda’s Penal Code stipulates that anyone convicted of theft faces a prison sentence of between one and two years, a fine ranging from Rwf 1 million to Rwf 2 million, or community service for six months.

Under Article 167, the penalties are doubled if the theft involves breaking and entering, climbing, use of tools to gain access, theft committed at night, in an inhabited house, or by more than one person.

The Police reiterated its commitment to ensuring public safety and maintaining order, calling on citizens to remain vigilant and collaborate with law enforcement agencies.
