President Kagame Opens Inaugural Africa Security Conference, Urges Strategic Cooperation to Address Security Challenges
KIGALI, Rwanda — On Monday, President Paul Kagame delivered the opening remarks at the inaugural International Security Conference on Africa, held under the theme “Reshaping Africa’s Landscape in a Dynamic, Complex Global Environment.” The two-day forum in Kigali convenes a broad spectrum of continental and global defense, intelligence, and security officials to confront pressing security issues and foster a collaborative approach to Africa’s evolving security landscape.
In his address, President Kagame emphasized that security extends beyond merely preventing threats. “Security is not just about the absence of threats,” he said. “Our job as leaders is to create an environment where people can live with dignity, enjoy their rights, and look to the future with hope and confidence.” He also underscored the importance of cooperation, both at the national and continental levels.
“Even with the best domestic systems in place, no country today can secure itself in isolation. None,” Kagame remarked. He pointed out that borderless threats such as pandemics, terrorism, and cybercrime are continually evolving, often faster than national responses can adapt. “Cooperation must go beyond merely sharing information or joining forces in an ad-hoc manner. It must be strategic, intentional, and innovative,” he added.
Highlighting the importance of self-reliance, Kagame urged participants to invest in building their own capacities and to leverage existing strengths. “The exhibition attached to this conference shows what is possible when we invest in ourselves. Where we have capacity, we must scale it up. Where we lack it, this is the time and place to build it and also cooperate.”
The platform launched at the conference aims to align political will with technical expertise and ensure that national interests are harmonized with continental priorities. President Kagame called on delegates to leave the forum not just more informed but more resolute to take decisive action.
As Africa faces complex security challenges on a rapidly changing global stage, leaders at the conference are committed to fostering strategic cooperation and developing innovative solutions to bolster regional stability and security.
