Kagame in Qatar for World Summit on Social Development Amid Regional Peace Talks

Rwandan President Paul Kagame has arrived in Doha, Qatar, to attend the World Summit for Social Development, a high-level international forum focused on improving global living standards and reducing poverty.

The summit, now in its second edition, will take place from November 4 to 6, 2025, and brings together several heads of state and government leaders from across the world, including regional counterparts President Félix Tshisekedi of the Democratic Republic of Congo and President William Ruto of Kenya.

Upon his arrival at Hamad International Airport, President Kagame was received by Ibrahim bin Yousif Fakhro, Chief of Protocol at Qatar’s Ministry of Foreign Affairs, along with Ambassador Igor Marara Kayinamura, Rwanda’s envoy to Qatar.

Focus on Inclusive Growth and Global Solidarity

The World Summit for Social Development aims to strengthen international cooperation in addressing socio-economic inequalities, enhancing access to education and healthcare, and supporting sustainable livelihoods. This year’s discussions are expected to center on strategies to reduce global poverty, promote equitable economic opportunities, and accelerate progress toward the UN Sustainable Development Goals (SDGs).

The forum also offers a platform for African leaders to discuss collaborative solutions to regional challenges, particularly youth employment, digital innovation, and economic resilience.

Parallel Peace Talks Expected

In parallel to the summit, Doha is also expected to host informal talks between the DRC government and the M23/AFC movement, part of ongoing regional efforts to ease tensions in eastern Congo.
According to diplomatic sources, mediators are pushing for the two sides to reach a preliminary understanding before the signing of the Washington Agreement, an initiative reportedly backed by U.S. President Donald Trump.

President Kagame has consistently emphasized dialogue and regional cooperation as the foundation for lasting peace and development in the Great Lakes region.

The discussions in Qatar are therefore seen not only as a platform for social policy exchange but also as a potential step toward strengthening regional diplomacy and stability.
