Rwanda Launches Major Job Creation Initiative
Kigali, May 30, 2025 — As part of the ongoing Employment Month, Rwanda’s Ministry of Public Service and Labour hosted a significant national meeting attended by around 2,000 participants from all provinces and Kigali. The gathering focused on accelerating efforts to generate 1.25 million decent jobs by 2029, in support of the country’s Second National Strategy for Transformation (NST2), which was launched in August 2024.
The discussion highlighted key strategies such as expanding workplace learning opportunities for youth, strengthening collaboration between districts and universities to align educational programs with local employment needs, and addressing the high youth NEET (Not in Education, Employment, or Training) rate, which currently exceeds 75%. Many young people remain in the informal sector without access to formal employment or skills development.
Participants emphasized practical actions including encouraging youth entrepreneurship, improving compliance with labor laws—such as requiring written contracts and registration with the Rwanda Social Security Board (RSSB)—and increasing decent work indicators from the current level of approximately 60%. These initiatives are part of Rwanda’s broader effort to promote economic inclusion, build a resilient workforce, and ensure sustainable development.
This milestone event demonstrates Rwanda’s commitment to transforming its economy through targeted policies, strategic collaborations, and investments that open up meaningful employment opportunities for the country’s young population.
